After watching this season, I felt the same way as I did after Seasons 3 and 4 of Boardwalk Empire. It's a great show, with great acting/directing, that keeps me entertained. The first season was spectacular and the second season was pretty good. Unfortunately, now we're stuck in a bunch of meaningless subplots and filler.
The thing HoC has going for it is that they don't have 100 different story lines. They can easily get this thing back on track next season without compromising anything.

I think the problems this season boil down to something pretty simple. The first two seasons were focused on the Underwoods ascent to the top. Once they got there the writers didn't quite know what to do, so they panicked and created this internal conflict with their marriage (which to me felt so forced) and filled the rest of the time with mostly terrible subplots.
