Yeah Frank will win re-election but will probably do something horrible to get that win.
Whatever he does will cause the fall-out that leads to his spectacular demise.
And I fully expect Claire to play a part in Frank's demise and to walk away scott free.
I also think Claire will force Frank to make her his VP as her condition to stay with him (Jackie isn't getting that job now).
And Claire will pull on Frank what Frank pulled on Walker.
I could see the ending being a montage of Claire being sworn in as POTUS and Frank getting booked into prison.

Everyone assumes that Frank will fall but what if he doesn't? What if he wins it all in the end? I'm tired of stories where nice guys finish first. It's a fantasy. People like Frank Underwood win every day. He's powerful, he's ruthless, and he's extremely intelligent. People like that have succeeded throughout history more often than not.
