Tools's Aenima is one of the best rock albums ever. I just don't put them in the metal category either.
One of my favorite albums - and I said, "Let's not get into" this but, since we have, Tool defies description to a certain point - some bands are like that (White Stripes - WTF genre is that? Beck? Ditto.) - Tool almost equal parts Pink Floyd, Deep Purple and Soundgarden, on the musical side, and seeming to have the anger and drive of RATM, with an even better rhythm section, and better overall musical sensibilities. The guitar is almost a support instrument in the band - they're heavy, no question, but also spacey and introspective.
I think it is fair to both argue they exist in some portion of the metal spectrum, and argue that they're not really metal at all. Much like RATM, I could listen to just the drummer and bass player play for hours.
