Sigh. You're arguing 2 different points.

A) Did you cheat by the letter of the law? Yes. Same way the Falcons cheated by the letter of the law.

B) Did it matter? (The point you're arguing). My answer would be no. You cite stats that show they were the least penalized teams for unsportsmanlike conduct.
Same way I cite the obvious that ATL sucked balls at home the last 2 years and went 6-10.

Moral of the story is that it was still cheating by the definition of a rule book. Now whether or not it translated to anything is a different argument. It looks like the Saints and Falcons still cheated though. Nothing changes that point.

This is a classic case of say something over and over again until you make it true to yourself...

I think what you two are arguing is "competitive advantage". While illegal, the pay-for-performance program did not create a competitive advantage. It was merely a motivational tool. On the flip side, the Falcons (and Pats, twice) did something illegal to try and gain a competitive advantage, even though it didn't gain them one, because they suck at everything.
