To make it where absolutely no one speeds on the Causeway? Yeah, it probably will take 20-24.
To be as effective as an airplane flying overhead? You can probably do it with 8 or less.
They've already (usually) got at least one actively patrolling and they'll stick one at the ends (where the speed limit drops) a lot of times. People already slow down at the crossovers (of which there are 6, I believe) so I don't think you need to blanket the Causeway to put a major crimp in speeding.
