Actually, I'd argue the forwards are more important on a penalty kill, as they harrass the point of attack. A defenseman's job doesn't change that much from 5 on 5 to the penalty kill, but a forward's job radically changes, as there is no center help.
Still, most teams run a power play on the philosophy of keeping the puck to the outside and allow the goalie to see the puck. It's the offense that wants traffic in the lanes so they can get a fortunate bounce. Almost every team feels that its goalie can make a save on a clean look from the outside. And unless you are the Winnipeg Jets, you're probably right.
