I followed all the steps listed and when the camera goes to send a test photo it takes and says its trying to send and the view screen goes black. It says this is normal, but it's suppose to say it couldn't send if it doesn't work, but the screen just stays black. I figured it wouldn't work because I never paid for a plan, but I would think it would notify me that the pic couldn't connect to send.

Sounds to me like you're tap-dancing around what you believe to be the problem. If there is a payment required, knock that out of the way then go from there.
