It's an illustration.
People go to Gulf Shores and Orange Beach to go to the beach. They don't go there to go 10 minutes inland to check out some shops in the middle of nowhere. Putting shops, amusement parks, etc. on the lakefront of NOLA =/= putting them on the Foley Beach Express.
