Last time we went (late 90s) we stayed up in the Rockville/Shady Grove area, within walking distance of red line metro. Probably not the most convenient place based on the ride into the center of the city, but it was great for a side trip up to Baltimore.
I am a huge fan of the Smithsonian museums, be sure to go there. Also check out the archives - to actually see the founding documents is a very cool experience.
