I'm not going to say outright that he's the worst, but I definitely think he's in the running. Even the most corrupt governors usually left some sort of legacy that would benefit the state in the long run.
Bobby, on the other hand, has done nothing but use accounting tricks to drive the state into a financial crisis, all to allow him to run for president claiming he didn't raise taxes.
When he leaves office, he will leave higher education - arguably one of the better investments we can make as a state - $1,000,000,000 worse off than when he got here. Good riddance.

To be perfectly frank, the Majority of the Louisiana populace doesn't even value basic education, much less higher ed. Look at the salaries university administration--ridiculously overpaid....Louisiana has more 4 year public schools per capita than any other state...and, when you add to that the far inferior education at the public HBCU's which are sacred cows, no wonder higher ed is in trouble.
