Technically speaking, of course you are correct.

But imagine the kids with 1 parent, a crackhead mother who doesn't give a shite about them. They live in the ghetto with no positive role models to steer them in the right direction.

How do you expect a 5 year, 8 year old, 10 year old to understand the importance of that free education and how it will benefit them when their 25 years old?


I feel like I need to preface every post I make by saying you still need to pay the full penalty for any wrongdoings, as that's gonna get lost on my opinions real quick, I feel.
