PES in the late 90s (When it was called Internaitonal Superstar Soccer) into about 2008 or so was probably better.
Now, I think FIFA is, although I haven't played PES 2015. The computer versions where awesome back in the day. You could get complete mod packs and have the better game with all licensing+some.
On that note, any soccer fan is missing out on perhaps the two best soccer games ever created gameplay wise....PES 2008/2009 on the Wii. Being able to control your player in one hand and direct runs with the other is a dream from a "team attack" perspective. So less individual flair and more team control. I loved it and am sad to see that setup go.
I almost think it was too complicated for the normal fan, but you could create some extremely creative attacks with that setup if you could think both about your player and your lines.
