I agree about making them pay back every dime the university spent on them if they declare early.
I've always wished we could create a culture around the program where leaving early was simply unacceptable, and would make your teammates really frown upon you.

Do you know anything at all about the economics of college football? LSU doesn't spend a single dime on those guys that they aren't responsible for bringing in. How much money do you think LSU provided to Danielle Hunter? LSU probably covers all of its scholarship and food stipend costs with the profit from a single SEC home game.

There are 3 teams you should pull for: Navy, Army, and Air Force.
