New England Firearms (NEF) youth model .410 crack barrel is what you need. $125 and Ive had mine for over 20 years. I also have a 20 gauge like this. They are great guns for the money and are beautiful. A 20 gauge model wouldnt be a bad idea as he would get lifelong use out of it for deer hunting (slugs, buckshot) and possibly waterfowl although 1 round would not be ideal.

Those are good for any kid.
If the kid is strong enough to hold it up like he's supposed to he'll be able to handle the recoil. I was shooting one at 5 and I wasn't a big kid.
