A rural delivery subsidy makes a lot more sense than an entire separate delivery service, IMO. You could split the budget of the USPS between those and broadband development grants and do a lot more good. It would also end third-class mail, which frankly should be done anyway. A ginormous portion of what USPS delivers goes straight into the trash.
