When my grandfather was young, he and his friends put a bobcat in a suitcase and left it on the side of the road. Someone picked it up. Hilarity ensued.
That would even be funny with a regular house cat.

A jogging path runs next to my house.
I clean out my pool and use the net to grab leaves and other debris that gets in there. This happens every now and then. I usually put the leaves and the debris onto the grass, but I chunk the snakes over the fence with the net.
One time I chunked a snake over the fence with the net and heard woman scream. I guess I tossed it a little farther than I expected, and it had made it all the way to that path and landed on or very near a person who was in the wrong place at the wrong time. I didn't see them. I'm assuming it was a woman by the scream.
I dropped the net, ran inside, locked the doors, closed the garage, and shut all the blinds. Nothing ever came of that. I wonder if she thinks it fell out of a tree or something.

Its illegal to throw a soda cup at someone so yes, I am pretty sure it would be illegal to throw a water moccasin at someone.

No. Laws don't apply when you utilize snakes.

And technically you wouldn't be assaulting the other person, the snake would
If you can't copyright a monkey selfie, your argument has some merit IMO.
