Most new full chokes are safe for use with steel. It'll say on the box if you can or can't. I know full remchoke tubes are safe with steel.
Absolutely do not use steel in an older fixed full choke gun. You will frick it up.
I use a patternmaster for everything, but I don't think I ever killed a duck with it that I wouldn't have killed with a regular modified choke.
