However, the encounter did not end. If, later in the same encounter that person refuses the officer's orders and continues to approach the officer in a hostile manner, he is still a threat. Is he not?

Yes. We don't know that's what happened.

Somehow, Brown got at least 150' away from the cruiser. So it might have ended. I don't know why he stopped and turned around. Did he all of the sudden decide to obey orders? Did he run out of breath? Did he decide he wanted to kill Wilson after all instead of running away?
I don't know. I wish he had just lain on the ground after Wilson shot at him the first time. But being stupid is not necessarily a capital crime.
The fact is we don't know that Wilson had to kill him. Y'all are acting like you know, and it's a double whammy of more ammunition for guys like Sharpton and more cover for cops to kill people.
