With over 1 million interactions between police officers and the public you will have bad things happen, but the percentage of those things that happen are pretty low. We have over 700K police officers in America. Let's say we have a 10% rate of police officers that have no business being in this job due to character issues, mental issues or some other reason. That would put 70K "bad" police officers out there. If we had 70K of the bad apples out there wouldn't we have a lot more bad incidents happening? Less than 1% of these interactions lead to a violent encounter and most of those are justified. I have been accused of being all kinds of things that ranters accuse cops of being on here, but the videos and my actions have always proved that I had a reason to do what I did.
Accepting your numbers purely for the sake of argument, the problem is all the good cops protecting the bad cops and not policing their ranks. It ultimately makes all of them bad.

Accepting a myth doesn't make it true--- see Mike Brown.
