What reason did they have for asking his ID? Why do you have to comply with unlawful commands? Because it's the police giving them? Because the police don't have to know the law?

I'm saying more along the lines of the cops possibly could have come to the window, and without them asking for ID yet or possibly speaking at all, the man was reaching into a bag, which could possibly cause alarm.
