Need a loner waiting period and screening for criminal background, drugs etc.
I think the crime trends and statistics from 1980 to 2008 would probably challenge your attitudes towards homicide, the victim/offender relationships...probably gender, age and race as well. Also, if you're worried about lives, then why don't you start figuring out a way to reduce the number of vehicular fatalities involving alcohol...because those numbers regularly dwarf the number of homicides committed with a gun...in 2008, less than 8,000 homicides were committed using a gun...more than double were killed in a vehicular accident involving alcohol
adam lanza's mother bought the guns...it's already the law in many states to have your gun locked up with children in the house...there is no screening process, waiting period, or anything that would've prevented adam lanza from killing a lot of people. He obtained them illegally, he possessed them illegally, he carried them illegally, he used them illegally. Criminals don't care about the law. The only thing that could have prevented this was his mother...she's dead, so it sucks but we're all left to move on. there is no justice to administer. Believe it or not, mass shootings are almost statistically irrelevant in the "gun crime" stats people love to discuss.

drugs etc
misunderstanding, still...if you think this is plausible then I feel sorry for you, nor is there a precedent for this with any other purchases that can be used to kill people.
