Perhaps the term uninhabitable was not the correct word to use. That 60 to 70 percent represents areas with rampant crime, terrible schools, terrible or no shopping, run down or abandoned buildings etc. Obviously some people find it habitable but there is no way I would ever consider living and raising a family there.
