It is promoting the "evil" reputation of ISIS and the need for the US to go in there and do something about it. It puts pressure on the White House.
As for the who? There are a number of groups that would like the pressure to mount for sending troops back into Iraq and invading Syria as well. There are a number of hawkish politicians and private companies that would profit.
Serious questions.

Hey, stuff like that happens. No doubt. But this account is a story.
How to recognize propaganda? When a story has much more emotional value than factual value. And the evidence is questionable or just based on hearsay.
