If it's not in the bible does the pope have carte blanche to just make shite up?

Yes, also called "Catholicism".

He is the representative of Jesus on earth - The Holy See. We believe he can invoke Papal Infallibility, in which whatever belief or declaration he is making under papal infallibility is as good as what is in the Bible. To my knowledge, this has only been invoked twice - one of which was to say Mary was also free of sin.
Otherwise, whatever the Pope says can be seen as guidance but is not on the same level as the Bible. With this Pope, I take very little of what he says as guidance.

The closest you may get to on this subject is in the Book of Revelation when John speaks of seeing the army of heaven riding on white horses. The quote could allude to animals being present in heaven.

The beliefs of the CC are rooted in the Bible and in Church tradition.
Technically, if you believe the Bible is the sole source of Christian belief, then the disciples sure had to "make shite up" in the years following the death and resurrection of Jesus. There was no Bible.
