If you have 3 qbs (at virtually any level) and at the end of the season the best one completes less than 50% of his pass attempts, it's all on the coaches.
Remember: these coaches recruited our QBs and WRs...so...it's bad coaching or bad recruiting. Either way, it's on Les and Cam.
