If I recall correctly, the Big 12 can submit a waiver requesting that they be able to play a championship game with less than 12 teams. If it was submitted I, personally, would be surprised to see it rejected.
But yeah, I would assume BYU or Houston, and maybe Colorado State would be approached if that's what it ultimately required.
