They will expand but it won't be from either of those two conferences. I think the ACC has pretty much been solidified as well. The likely candidates are from non P5 schools which leave you teams like Cincinnati, BYU, a Florida school or potentially a Memphis, Tulane, ULL, Houston or SMU depending on how they view additional TV sets and locales.

Their problem will be their TV contract and the LHN presenting a major obstacle for increasing proportional TV revenues from adding additional schools. Does anyone actually think 2 of those schools are worth the ~ 20 million per school the Big XII gets based on their contract. They basically got to keep their 12 school contract and split it over 10 schools which is why they're competitive now. Plus WVU and TCU both got limited shares upon entry so they could skew the dollars to look more competitive.

All in all, this is a conference controlled by Texas and they really don't give a shite about anyone else. In fact, there are probably a lot of people in Austin who are pretty glad two major conference rivals got left out because they don't ever see that happening to them. They probably feel they would have been on the inside looking out simply because they're Texas.

ETA: They can't simply just have a conference championship game. They have to get 12 teams or get a waiver.
