No, they don't control their own destiny.
If Saints win out they will be 8-8 & 4-2 in division. If ATL goes 3-1 w/ the 1 loss to Saints, they would be 8-8 & 5-1 in division.

So he must have meant "at this time not taking into account the outcome of the Packers / Bears game".
