All of my downloads and installs have been extremely quick on the PS4 but whatever the issue you're having is seems to be GTA related, it took a very long time to download and equally as long to install.
Not sure what the problem is but Ive seen this complained about over various places online where its rare to hear anything like this with other games.

I redownloaded the file last night which took about an hour. Then i started the install and left it on throughout the night. Its been about 11 hours and its on 78% percent. Even though that's slow, it's much faster than it was yesterday.
