He quit recruiting at the end of his career and left a bare cabinet for Rodriguez. Past that, I dont see how any of this is his fault.

I remember listening to this Cowherd rant after the 2007 NFL Draft (going into Carr's last year). That was evidence enough that Michigan was stagnating in terms of recruiting and player development:
