Yes....the statement is a generalization and hyperbole.....but no more than all the crap coming out of Ferguson...
....and wrong....I live with and interact with more black people than you ever will....funny thing is....most of the blacks I know are really good people. It's the ones who conduct themselves like animals that give good people a bad name.

So when you say "Blacks _______________" - you mean "Blacks, except the ones I know, __________________", and that makes it not racist?
