Alas, CONCENTRATION plays a role too.
Don't get me wrong. I think I'm well known on this board as NOT being friendly in general to the police. And, I am pretty darned certain that police do in fact approach blacks differently than whites on the whole.
But, that doesn't mean that there isn't more to the stats you cite. Also, the stats presuppose that white suspects and black suspects act the same when they encounter cops. A dubious presupposition if ever there was one.

clearly there is more to it but on the surface it should make EVERYONE scratch their head. Its fricking ridiculous if you ask me.
