I think the Iron Bowl fanbases, due to them living in the same state and both having recent success, hate each other on a more primal level. They wish ill things upon each other and not just in a sport sense.
I think that rivalry is stronger IMO.
And most people outside of the Big 10 haven't give a shite about Ohio St. and Michigan game for 20 years outside of a couple years they were both competitive.

Can't you make the argument that the OSU vs. Michigan game doesn't have title implications for one team, so their is some relevance to it. Or are you arguing that both teams have to be good at the same time for it to be relevant?
