I am suggesting that people who park illegally "just for a minute" feel entitled to park because "it's not a big deal."
The lot I mentioned (by the cvs) a few pages ago is a perfect example. It's almost always empty so people park there to go elsewhere. When they come back they are towed. And pissed because the "lot was empty" or "what's the big deal." I see it almost everytime I go to cvs.

Riverside sucks. The fact they only take exact change sucks. Their people suck.
BUT
I personally do not know anyone who has been towed that parked in the right spot. It sucks, but there are usually signs everywhere.
It really sucks over at that cvs since they literally have someone watching 24/7, but it is what it is.
