I know that was a non-answer, but the question seems unrelated to me.

I don't believe an inability to speak English should be a barrier to immigrating to America, however, I don't believe private businesses or any state should be forced to provide services in different languages.

A contradictory statement, as children who can't speak English are taught reading, writing and 'rithmetic... in Espanol. Often way up into high school.
