Legally, most likely yes. The fact that Jenkins openly stated that it was a fake interview would prevent it from being libelous.

And I the agency's letter to Golf Diagest, they only requested written apology and didn't threaten legal,action.

This is just a way to be able to say what he wants to say to someone (slander them) without getting his arse sued.
