Sure it can.
Isolate the ones that don't want to be functioning members of society from the ones that do. Say, if you want to live free and on the dole, here, live in this area away from the people who are trying to be productive members of society.

Then stop funding their reproduction.

Mandatory sterilization if they are on the dole.

No additional benefits for multiple children.


If you don't make it hurt, why should they want to get out of it.


Of course, that would make people get off the plantation and make their own way, and mess up LBJ's sure fire voting base. So it'll never happen.

While I don't think they should be "rewarded" for having multiple children that they can't support, it's foolish to think that's the only reason they reproduce. Accidental pregnancies are much more likely to happen in segments of society where education (esp. sex ed) is sparse and of low value. There are numerous sociological contributing factors, not simply getting additional benefits.

Your problem is that you assume that "they" think like you do, with a concept of actions & consequences. Most people in these environments aren't raised with any understanding of that, which is why they're so prone to commit crimes, despite the fact that they always get caught & suffer the consequences.

Again, changing the fundamentally flawed line of thinking and values of a particular demographic isn't nearly as easy as you'd like to think it is.
