Is anyone here suggesting that? No. You're just positing it because it's a ridiculous alternative to your ridiculous suggestions. This problem isn't unique to Baton Rouge. It happens all over the country. Stemming the tide of poverty and crime can't be solved by simply moving people around. It's much deeper than that, and no one here has any inkling as to how to go about it.

Sure it can.
Isolate the ones that don't want to be functioning members of society from the ones that do. Say, if you want to live free and on the dole, here, live in this area away from the people who are trying to be productive members of society.

Then stop funding their reproduction.

Mandatory sterilization if they are on the dole.

No additional benefits for multiple children.


If you don't make it hurt, why should they want to get out of it.


Of course, that would make people get off the plantation and make their own way, and mess up LBJ's sure fire voting base. So it'll never happen.
