He might as well. Who's going to challenge him? Boehner? McConnell? Don't be silly. They'll piss and moan but won't do a damned thing, because, when it's all said and done, it's what they want anyway.

I'm pretty sure the Supreme Court would slap this down. From what I understand the President can't grant amnesty to a group it has to be specific individuals. Blanket amnesty would have to be through legislation
