I ask the question again

what is more important

to arrest as many people as possible?

to keep an unlawful protest in control, to limit affect of traffic, property damage, injury or death to people?

if arrests leads to more unrest than you shouldn't arrest.

The law enforcement is there more than just to enforce the law, law enforcement is also there to protect people and property.

another thing what would you charge these people with? Wouldn't those mostly be misdemeanors. Is it really worth it to risk a larger protest or even a riot just so we can arrest these people?
