So you would recommend moving the wiring of the front two speakers to the side of wherever the TV will be on the wall?

I would absolutely focus on that set of speakers. Hell, if the modern thing to do is build those into the wall then I'd spend my money right there. You'll need a sub with it (if they're in the walls), but you may not need anything else right off the bat. I wouldn't, ever, trust a builder to position my speakers for me though. It's non trivial.

Yes, absolutely. Imagine a car moving from left to right on the TV screen and the sound not matching that. Surround sound is pointless without proper speaker placement.
