Apparently he could use them as U.S. troops were "wounded" by them. Just because you don't have a delivery system for them doesn't mean you can't use them on the Kurds.

Saddam didn't need to have WMDs, he violated his cease fire.
But his top general said he did have WMDs, but they were moved to Syria.
Anyone that thinks Saddam didn't have chemical weapons is dealing in the underworld of naivety.
