It means that we had advanced (through constant warfare) as a civilization (well, many civilizations) to the point that once we set out on a course of action, an eventual victory was all but guaranteed.
Ever play Sid Meir's Civilization and become so outclassed technologically that the other civs can't help to fall once you decide to attack?
