Did he barricade himself? Or just close the door?
Maybe I'm just smarter than the average cop, but for a crime like this, why not just cuff him during a traffic stop? Or when he's at the airport about to board a plane? Or working out at the gym?

If they do it easily like that, the cops get their budget cut.

I don't think that would fly. Police department opens themselves up to liability when they go to arrest a guy, he runs inside his house, locks the door, and you say "frick it, we'll get him later."
