My theory on Cold's ultimate plan was/is to reveal the Flash to the criminals of Central City, and then get them to band together to fight him together (hence the Rogues). I don't think he ever planned on beating Flash in that battle.
That's perfectly fine, but if that's the case let's have Flash back up his reputation by easily handling the both of them with little drama rather than making it seem like an epic battle.
