Well, it aint like doctors and nurses treat everyone who walks in the door with fever headache and a sore throat as if they have ebola.

1)Far more opportunities for safeguards to fail. A 98% safeguard is probably great if you only run into the occasional person with ebola. But, of course, as numbers grow.......
2)They don't have anything vaguely resembling the type facilities we do here so, it's probably a fair bet that they don't have 98% safeguards.
