This is a good point, too. Although in defense of Brownback, the Supreme Court forced Kansas to spend more money on education. That's not entirely his fault.

Don't ignore the 600# gorilla eating all the vittles in the refrigerator.
The national economy is stagnant. It shows a little life from time to time, but then stalls.
In today's economy a state like Kansas would need to have something extraordinary happen to put it ahead of the oil states, the sunbelt states, etc. N Dakota got lucky(oil) Kansas isn't that fortunate.

It is his fault. A governor is expected to follow the constitution of the state and the USA.
