No shite. It's center streets on the grid are two way...Florida and 4th...that doesn't change the light sequences, though because you don't have turning issues.

That's why god made turn signals. Again, this is not an issue that would preclude such a close signal spacing. In the absence of turn lanes, the minor streets can have split phasing. That isn't ideal, but it's probably the only thing that would work. The traffic on Burbank would just have to sit a little while longer than if the minor streets did have turn lanes.
