No, not exclusively. Fourth street is 2-way, and has a center turn lane.

This doesn't preclude a narrow signal spacing provided that they are interconnected. It's actually fairly simple to coordinate the timings. It would be similar to a typical interstate interchange, where the main line gets cleared through the intersection, the minor streets then get a green indicator, and vehicles that turn left onto the main line sit at the red light.

The only problem with interconnecting the signals is that they'd have to upgrade the controllers and run fiber, which isn't cheap.
