A big part of transportation engineering is what's called the "idiot factor".
There's what people should do, and then there's what people are likely to do. Sound engineering judgment relies heavily on the ability to balance the two.

While I agree with that, it's been long enough for people to know what to do there now. Can't blame it on the non functioning light still being up anymore.
